Environmental Site Assessments
A comprehensive site environmental assessment plan is necessary to assess the existing and potential risks
and liability associated with development/purchase of specific parcels and to satisfy the site evaluation
requirements of lending institutions.
Phase I environmental site assessments provide a comprehensive site profile, compiled through a file
search to collect historical data from federal, state, and local agencies, interviews with regulatory agency
staff, previous owners, and a site reconnaissance. When on-site contamination exists or is considered likely,
a Phase II study is performed, typically including sampling of soil and groundwater. Opinions on risk
assessment and recommendations for remediation or further investigation are then provided.
EBA has performed site assessments in a variety of environments, including agricultural, residential,
commercial, and industrial areas. EBA has extensive experience in interacting with various financial
institutions, real estate brokers, and developers.
Regulatory Compliance Support
EBA provides the necessary compliance support to both government agencies and commercial clients in
both water quality and solid and hazardous waste issues, to satisfy regulatory responsibilities and manage
related liabilities. These compliance support activities include permitting and licensing support, health risk
assessment, environmental compliance audits, hazardous materials management plans, emergency response
plans, and business plans.
Underground Storage Tank Evaluations
EBA provides underground storage tank management services including in-place tank closures and
corrective action associated with unauthorized releases of petroleum products. EBA is conversant with
current underground storage tank regulations and is experienced in securing funds from the State
Underground Clean-up Fund.
Soil and Groundwater Investigations
EBA performs soil and groundwater investigations, plus continuous monitoring activities of surface water
and groundwater. Hydrogeologic groundwater investigations typically include a determination of the
magnitude of the vertical and lateral extent of soil and groundwater contamination from a full spectrum of
organic and inorganic compounds. All work is conducted in accordance with standards established by
state and federal agencies, and adheres to strict quality control and quality assurance procedures.
Remedial Investigations / Feasibility Studies
EBA's experienced engineers, geologists, and scientists provide the investigation, analysis, and
documentation required by a Remedial Investigation (RI) and Feasibility Study (FS) for contaminated sites.
EBA can also proceed with design of a selected remediation system.
Environmental Compliance
EBA has a staff of Environmental Planners knowledgeable in the legal requirements of the California
Environmental Quality Act (CEQA) and the National Environmental Protection Act (NEPA), including the
preparation of necessary environmental documents (Initial Studies, Negative Declarations, Environmental
Impact Reports and Mitigation Monitoring Programs) pertinent to projects in both the public and private
sectors.
