Comprehensive Design and Permitting of New Facilities

EBA provides a total package of design and permitting services to bring a proposed new facility from conceptual planning to approval for construction. EBA will prepare all the necessary drawings, specifications, and design reports required for permitting, bidding, and construction.

Design and Permitting of Expansions

Many existing landfills require vertical or lateral expansions to increase capacity. These expansions can present unique design challenges in modifying preliminary designs to meet new regulations or in dealing with pre-existing environmental concerns. EBA has recently been involved with several expansion projects, providing the full range of services required.

Slope Stability Analysis of Liner and Cover Systems

Subtitle D makes the stability analysis of landfills a critical part of design. The required composite liners and equivalent covers include soil geosynthetic interfaces creating planes of weakness that can drastically reduce the stability of the refuse fill. Landfills in California must also be designed to be seismically stable, usually requiring state-of-the-art deformation analyses. EBA has the in-house capability to perform all of the required stability analyses for any landfill design, including the geotechnical and seismic investigations and computer assisted analyses.

Leachate Collection, Removal, and Treatment

Subtitle D requires all new landfills or lateral expansions to have a leachate collection and removal system (LCRS). EBA uses the HELP computer model to calculate future leachate generation quantities to design an LCRS to meet the Subtitle D requirements. EBA will then assess various alternate leachate treatment methods and provide the appropriate design.

Closure and Postclosure Maintenance Plans

Many landfills which cannot meet new regulations or have environmental problems are being required to close. EBA provides the necessary Closure Plans, which include all the mandated analyses, design, and construction documents, and the Postclosure Maintenance Plans, including all necessary cost estimates. Closure design may include assessment of alternate cover systems such as geocomposite clay liners or geomembranes.

Construction Quality Assurance (CQA) Plans

An important part of landfill liner and cover design is the development of CQA Plans, which provide the means of construction and documentation to meet the strict regulations. EBA prepares the CQA Plans based on the geotechnical investigations for the particular site, and implements the plans during construction.

Design of Monitoring Systems

EBA works with clients to establish the groundwater, surface water, vadose zone, and landfill gas monitoring criteria in conjunction with the relevant agencies, design and coordinate the installation and certification of monitoring wells or probes, and conduct sampling and reporting of findings as required by Waste Discharge Requirements or other mandates.

Compliance Reports

Several types of reports and engineering documents are required to be submitted to regulatory agencies. EBA is experienced in the preparation and submittal of such documents as Report of Waste Discharge, Report of Disposal Site Information, Facility Permit updates, monitoring reports and special reports pertinent to landfills.

Storm Water Pollution Prevention and Monitoring Plans

Almost all landfills are required by federal law to obtain NPDES permits. EBA prepares the Storm Water Pollution Prevention and Monitoring Plans required by the NPDES permits.

Remedial Investigations/Feasibility Studies

Many existing landfills are unlined and have impacted the underlying soil and groundwater. EBA's experienced engineers, geologists, and scientists provide the investigation, analysis, and documentation required by a Remedial Investigation (RI) and Feasibility Study (FS) for a contaminated landfill site.
