Corcoran Landfill - Final Closure

Project Description:

EBA prepared the Final Closure and Postclosure Maintenance Plan and coordinated approval of closure from the California Integrated Waste Management Board and Regional Water Quality Control Board. Closure consisted of a clay cap on a 23-acre landfill that included refuse excavation and relocation and permitting of an alternative closure cap. Due to inconsistencies with on-site material for the low-permeability layer, EBA successfully obtained approval for a waiver to the plasticity index (PI) specification and corresponding soil classification.

EBA Provided the Following Services:

  • Prepared the Final Closure and Postclosure Maintenance Plans.
  • Prepared the borrow source investigation of on-site clay material
  • Prepared the final construction plans, specifications, Construction Quality Assurance Plan and bid documents.
  • Provided CQA and Construction management services including all material testing.
