Project Description:

EBA designed, permitted and provided construction management and construction quality assurance (CQA) services for engineered alternative base liner designs for Phase IIA and Phase IIB. EBA also designed and permitted the Phase I clay liner constructed over existing waste. The project presented numerous challenges including limited remaining air space which accelerated design, permitting and construction schedules; and combined close proximity of the site to a major fault and the requirement that lined slopes be excavated at 1.5:1 to reduce earthwork costs and avoid sensitive riparian habitat.

EBA Provided the Following Services:

  • Prepared Design Report, Final Construction Plans, CQA services and construction support for the Phase I liner.
  • Performed exploratory drilling using mud-rotary drilling techniques to characterize the subsurface geology and collect samples for geotechnical testing.
  • Designed Phase IIA and Phase IIB base liners including geosynthetic testing, seismic response and slope stability analyses, leachate collection and removal system, stormwater drainage system, underdrain system and interim fill plan.
  • Prepared bid documents including plans, specifications and CQA Plan for Phase IIA and Phase IIB.
  • Provided construction management and CQA services for composite liner and leachate system installation for Phase IIA and Phase IIB.
