Comprehensive Design of New Facilities

Design services include preliminary site layouts, waste stream analyses, cost estimates, preparation of improvement plans for roads, site grading and utilities, building plans, equipment layout, specifications and related construction documents.

Facility Permitting

EBA can provide complete services for permitting facilities that includes preparation of a Report of Facility Information required for obtaining a Solid Waste Facility Permit from the California Integrated Waste Management Board. In addition, EBA staff have experience in obtaining permits from other responsible agencies, such as Waste Discharge Requirements from the Regional Water Quality Control Board, Air Quality Control District permits as well as permits from the Army Corps of Engineers and Department of Fish and Game.

Operation Plans

EBA provides expertise in evaluation and preparation of operation plans for MRF's, Transfer Stations and Composting Facilities. Our engineers and designers have experience in the preparation of plans that detail method of operations, material handling activities, material processing and removal, facility maintenance and address health and safety measures. Management planning to determine facility controls and adequate number of employees for operation is also available.

Storm Water Pollution Prevention & Monitoring Plans

EBA is experienced in preparing Storm Water Pollution Prevention and Monitoring Plans for issuance of Industrial Storm Water Discharge Permits. Plans are typically required for both facility construction and for operation. EBA staff can provide the analysis of storm water collection and holding facilities as well as establishing water quality monitoring programs.
