Solid Waste Planning

EBA has a broad knowledge of Federal and State regulations pertaining to waste management including facility permitting, construction, transport, disposal, site remediation, reporting, and EIR preparation.

To assist our clients with regulatory compliance, EBA prepares annual reports for submittal to the California State Water Resources Control Board, California Envrironmental Protection Agency/Integrated Waste Management Board, California State Department of Toxic Substances Control, California Air Resources Board as well as various local enforcement agencies.

Facility Master Planning

EBA emphasizes an integrated approach to project master planning closely working together with our clients on analysis, planning and design concepts. This close working relationship provides a high degree of creative problem solving capability and has proven invaluable to our clients.

Landfill project master planning is an iterative problem-solving process that is inclusive and evolutionary. Beginning with the client needs, a project advances through a series of steps with the planning and design team. During this process the solutions are continually refined. There are usually many alternative choices or variations that will satisfy the basic requirements of the project, and the successful planning and design team will optimize the relationship between all component parts.

EBA has extensive experience with regulatory agencies in obtaining permits for both Class II and Class III facilities and for surface impoundments. EBA will prepare all documentation and provide representation at each stage of the approval process. EBA has an established working relationship with pertinent regulatory agencies. These relationships are the result of workable plans and successful projects. EBA staff, with a proven track record, provides understanding and insight into the workings of the agencies.

Environmental Impact Studies and Reports

EBA has a staff of Environmental Planners knowledgeable in the legal requirements of the California Environmental Quality Act (CEQA) and the National Environmental Protection Act (NEPA), including the preparation of necessary environmental documents (Initial Studies, Negative Declarations, Environmental Impact Reports and Mitigation Monitoring Programs) pertinent to projects in both the public and private sectors.

Regional Integrated Solid Waste Management Plans

California State Assembly Bill 939 (AB 939) requires all counties, and incorporated cities within each county, to work together to develop a countywide Integrated Waste Management Plan (IWMP). By the year 2000, every jurisdiction will be required to attain a 50 percent diversion level. EBA develops IWMPs and other management plans addressing short, medium and long range needs, and is completely familiar with the economic and funding factors relevant to plan implementation. In support of the IWMP process, EBA has prepared new, and revised existing, SRRE and HHWE documents and performed and analyzed Waste Generation Studies.
